Raymond Quintero, a 33-year-old corrections officer at the Bexar County Detention Center in San Antonio, Texas, has been charged with violating the civil rights of two detainees.
According to the indictment, Quintero allegedly assaulted two inmates on two separate occasions: October 8, 2007, and May 31, 2009.
The charges stem from these incidents, in which Quintero allegedly used excessive force against the inmates.
An indictment is a formal accusation of criminal conduct, not evidence of guilt. The defendant is presumed innocent unless and until proven guilty.
If convicted, Quintero faces a maximum penalty of 10 years in prison on each of the civil rights charges.
The case was investigated by Special Agent Mirella Rodriguez of the San Antonio Division of the FBI, with assistance from the Bexar County Sheriff’s Office. It is being prosecuted by Assistant U.S. Attorney Bill Baumann of the Western District of Texas and Civil Rights Division Trial Attorney Christopher Lomax.
Quintero’s alleged actions are a stark reminder of the importance of upholding the rights of those in custody.
