Seven alleged members of the Reccless Tigers street gang were hit with federal charges today in a sweeping racketeering indictment that includes two brutal murders, kidnapping, drug trafficking, and witness intimidation. The superseding indictment, returned by a federal grand jury in Alexandria, Virginia, paints a picture of a violent criminal enterprise operating with ruthless precision across state lines.

The first murder dates back to April 24, 2016, at a house party hosted by the gang. Guest Ho Lee got into an argument with a member, sparking a massive brawl. Lee was stabbed in the chest by multiple Reccless Tigers members during the fight. Though he left with friends, unaware of the severity of his injury, he died later that night at home. No immediate medical aid was rendered by the gang, and no one called for help.

The second murder targeted Brandon White, who allegedly owed defendant Young Yoo, 24, of Centreville, $10,000 for marijuana obtained between 2015 and 2016. In August 2018, White was savagely beaten by David Nguyen, a gang member, over the debt. After Nguyen’s arrest by Fairfax County Police, the gang learned White was subpoenaed to testify. Prosecutors allege the Reccless Tigers tried to bribe him to stay silent — then threatened his life if he cooperated. He testified anyway on November 19, 2018.

On January 31, 2019, into the early hours of February 1, White was abducted at a shopping mall in Fairfax County. Defendant Sascha Amadeus Carlisle, 26, of Westminster, California, is accused of participating in the kidnapping. Two hours later, White was executed in a wooded area in Richmond. The indictment alleges Peter Le, 23, of California; Young Yoo; and Joseph Duk-Hyun Lamborn, 26, of Centreville, carried out the killing in cold blood.

The defendants face a barrage of charges tied to the racketeering conspiracy. Peter Le, 23, California, faces Counts 1, 3-13, 16, 21. Joseph Duk-Hyun Lamborn, 26, Centreville, faces Counts 1, 3-7, 13, 17, 20. Young Yoo, 24, Centreville, faces Counts 1-7, 13, 19. Sascha Amadeus Carlisle, 26, Westminster, California, faces Counts 1, 4, 6. Sang Thanh Huynh, 30, Washington, D.C., faces Counts 1, 2, 6, 18, 22-37. Tony Minh Le, 26, California, faces Counts 1, 6, 14, 15. Anthony Nguyen Thanh Le, 27, Woodbridge, faces Counts 6, 11, 12 — and remains a fugitive.

Six of the seven defendants are currently in custody. Arraignment is set for September 1. The case is being prosecuted by Assistant U.S. Attorneys James L. Trump, Carina A. Cuellar, and Special Assistant U.S. Attorney Rachael C. Tucker. The investigation was led by the FBI Washington Field Office’s Transnational Organized Crime Task Force, with support from DHS, IRS-CID, ATF, U.S. Marshals, and multiple local agencies across Virginia, Maryland, and California.
