Riley Freeman Hits Officer in ICE Protest Mayhem

PORTLAND, Ore. — The gritty streets of South Portland turned into a scene of chaos as Riley Freeman, 26, faced federal charges after allegedly assaulting a federal law enforcement officer during a protest near the U.S. Immigration and Customs Enforcement (ICE) office.

Freeman, along with three other defendants, was arraigned today on various offenses, including the felony charge of assaulting a federal officer with a deadly or dangerous weapon. The incident occurred on July 4, 2025, as protesters gathered near the ICE building, where tensions had been high for weeks.

The violence escalated when Freeman, caught throwing an incendiary device towards officers, attempted to flee but was pursued and apprehended. Andrew Marcum, 22, is also charged with assaulting a federal officer after reportedly kicking an officer in the leg during a confrontation.

Jeremy Hummel, 27, faced a misdemeanor charge of depredation of government property for defacing the ICE building with black spray paint, while Ian Joseph McCarthy, 35, was accused of both assaulting a federal officer and damaging government property. McCarthy used bolt cutters to attempt to damage a proximity card reader and removed and damaged the fiber optic cable system, interrupting communication at the ICE office.

Monday’s court appearances for these defendants marked the latest chapter in a series of violent acts committed since June 13, 2025, with 22 individuals charged thus far. These cases are being prosecuted by the U.S. Attorney’s Office for the District of Oregon and investigated by the Federal Protective Service (FPS) and Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

Felony assault of a federal officer carries up to eight years in prison, with a deadly weapon charge doubling that. Felony possession of an unregistered destructive device and depredation of government property over $1,000 can result in up to 10 years behind bars.
