ROCHESTER, N.Y. – Ian D. Goolsby, 40, of Rochester, is headed to federal prison for a quarter-century after a jury found him guilty of a litany of drug and weapons charges. U.S. District Judge Charles J. Siragusa handed down the 25-year sentence today, bringing an end to a case that exposed a dangerous player in the region’s heroin trade.
The bust originated with a routine traffic stop back on March 11, 2015, when an Elmira Police officer pulled over the vehicle Goolsby was driving. The smell of marijuana quickly permeated the vehicle, and Goolsby initially claimed it was on his clothing. A search, however, revealed more than just a minor weed offense.
Hidden within the car, officers discovered a Ruger P90, .45 caliber semi-automatic pistol stuffed inside a Nike shoebox on the passenger side floor. Crucially, the firearm’s serial number had been deliberately removed – a clear attempt to evade law enforcement and hide its origins. Alongside the gun, they found a loaded magazine containing six .45 caliber rounds.
But the gun wasn’t the extent of Goolsby’s illicit cargo. A black insulated bag concealed 41 small wax-coated envelopes, each stamped with the ominous phrase “dead man walking.” Forensic analysis by the New York State Police confirmed the contents: heroin. This wasn’t personal use; this was distribution, and Goolsby was moving weight.
Assistant U.S. Attorneys Charles E. Moynihan and Craig R. Gestring built a solid case, proving Goolsby’s intent to distribute the heroin and linking him directly to the illegally modified firearm. The charges included possession of heroin with intent to distribute, possession of a firearm in furtherance of a drug trafficking crime, possession of a firearm and ammunition as a previously convicted felon, possession of a firearm with a removed serial number, and unlawful possession of a controlled substance.
The investigation, a joint effort by the Elmira Police Department, under Chief Joseph Kane, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives, led by Special Agent-in-Charge Ashan Benedict, sends a clear message: moving heroin and illegally modifying firearms will not be tolerated. Goolsby’s 25-year sentence is a stark reminder of the consequences for those who choose to peddle poison and arm themselves outside the law.
