A 34-year-old Ukrainian national living in Rochester, NY, has been brought to justice for his reckless and deceitful actions. Vyacheslav S. Migitskiy, a resident of Rochester, was convicted of making a materially false statement.
According to Assistant U.S. Attorney Aaron J. Mango, Migitskiy intentionally sank a 25-foot Bayliner boat on Lake Ontario without reporting his actions. The abandoned vessel was discovered the following day by civilian witnesses who reported the sinking to the United States Coast Guard. This resulted in an immediate search and rescue effort by the Coast Guard, the New York State Police, and other law enforcement agencies.
The Coast Guard spent $14,194 during the search and rescue effort, while the New York State Police spent $1,248. Migitskiy’s reckless actions wasted taxpayer dollars, putting a strain on already stretched resources.
On October 4, 2022, Migitskiy was interviewed by a Special Agent with the United States Coast Guard. During the interview, he provided false information about the boat’s disposal, claiming that it had been donated to unnamed individuals. He further provided false details about how the individuals removed the vessel from his property and what they did with the trailer.
U.S. District Judge Frank P. Geraci, Jr. sentenced Migitskiy to time served and ordered him to pay $15,442 in restitution. The sentencing is the result of an investigation by the Coast Guard Investigative Service, the Monroe County Sheriff’s Office, the New York State Police, the Gates Police Department, the Rochester Fire Department, the Irondequoit Police Department, and the Greece Police Department.
Migitskiy’s actions demonstrate a blatant disregard for the law and the safety of others. His sentence serves as a reminder that those who engage in such reckless behavior will be held accountable. The people of New York deserve better than this kind of reckless endangerment.
