Rodriguez Gets 6 Years in New Haven Heroin Ring

BRIDGEPORT, CT – Francisco Rodriguez, 50, of New Haven, is headed to federal prison after being sentenced today to 72 months, followed by four years of supervised release, for his pivotal role in a ruthless heroin distribution network that flooded the Fair Haven neighborhood. U.S. District Judge Victor A. Bolden handed down the sentence in Bridgeport, marking a significant blow to the operation.

The case, spearheaded by the DEA New Haven Task Force alongside the FBI and New Haven Police Department, exposed a sophisticated operation led by Wilson Vasquez, also known as “Will” and “Pancho.” Investigators revealed Vasquez oversaw the procurement, processing, and packaging of bulk heroin, then pushed the poison onto the streets via a network of dealers concentrated around Ferry Street, Grand Avenue, and Blatchley Avenue. Rodriguez wasn’t a street-level runner; he was a lieutenant, directly answering to Vasquez and facilitating the flow of drugs.

The investigation wasn’t built on hunches. Authorities deployed court-authorized wiretaps, relentless physical surveillance, and carefully controlled heroin purchases to dismantle the ring. The effort yielded a substantial haul: approximately 500 grams of raw heroin, three illegally-obtained handguns, and five vehicles linked to the trafficking operation. But the damage wasn’t just measured in drugs and weapons. Law enforcement also froze bank accounts containing over $300,000, presumably profits from the illicit trade.

Rodriguez isn’t the only one facing consequences. Seventeen individuals were initially charged in connection with the investigation, and remarkably, all 17 have already pleaded guilty. While Rodriguez has been detained since his arrest on July 15, 2015, and pleaded guilty to one count of conspiracy to possess with intent to distribute, and to distribute, heroin on September 12, 2016, the ringleader, Vasquez, is still awaiting his fate. His sentencing date remains undisclosed.

The DEA New Haven Task Force is a collaborative effort, pulling resources from multiple local police departments – New Haven, Hamden, West Haven, North Haven, East Haven, Branford, Ansonia, Meriden, and Derby – as well as the U.S. Marshals Service. This shows the scope of the problem and the need for unified action against these criminal enterprises.

Assistant U.S. Attorneys H. Gordon Hall and Patrick Caruso are prosecuting the case, ensuring that those responsible for peddling misery on the streets of New Haven face the full weight of the law. This conviction, and the ongoing prosecution of Vasquez, sends a clear message: drug trafficking will not be tolerated, and those who profit from addiction will be brought to justice.
