Catherine Victoria Rogers, Acquiring Hydrocodone by Misrepresentation, Oklahoma 2023

Catherine Victoria Rogers, a 52-year-old Muskogee resident, has been sentenced to two years’ probation for one count of Acquiring Hydrocodone by Misrepresentation, Fraud, Forgery, and Deception.

The charge against Rogers arose from an investigation by the Department of Veterans Affairs Office of the Inspector General, which uncovered a disturbing pattern of abuse of power and trust.

According to investigators, between August and November 2023, Rogers removed approximately 132 pills of Hydrocodone, a Schedule II controlled substance, from the medical center’s medication storage and distribution system for her personal benefit. This egregious breach of trust occurred while Rogers was serving as a nurse with the VA Medical Center in Muskogee, Oklahoma.

Rogers pleaded guilty to the charge on October 23, 2024, in a hearing presided over by the Honorable Ronald A. White, Chief U.S. District Judge in the United States District Court for the Eastern District of Oklahoma. Assistant U.S. Attorneys Erin Cornell and Joshua Satter represented the United States in the case.

The sentence of two years’ probation is a stark reminder that those who abuse their positions of power and trust will be held accountable for their actions. The fact that Rogers was able to remove such a large quantity of controlled substances from the medical center’s storage system raises serious questions about the efficacy of the center’s security protocols.

The investigation and subsequent prosecution of Rogers demonstrate the commitment of the United States Attorney’s Office for the Eastern District of Oklahoma to rooting out corruption and abuse of power. As the case against Rogers comes to a close, it serves as a warning to others who would seek to exploit their positions for personal gain.

In a statement, the United States Attorney’s Office for the Eastern District of Oklahoma reaffirmed its dedication to protecting the public from those who would seek to do them harm. The office will continue to work tirelessly to investigate and prosecute cases of corruption, abuse of power, and other serious crimes.
