Ronald C. Granville, Excessive Force, Pennsylvania 2020

Ronald C. Granville, 42, a former Philadelphia correctional officer, has been convicted of using excessive force against a detainee at the Curran-Fromhold Correctional Facility (CFCF) in Philadelphia. Granville, a sergeant, pleaded guilty in federal court to a civil rights charge and falsification of records related to the incident.

On October 6, 2020, Granville was ordered by a senior officer to supervise a strip-search of a pre-trial detainee named V.H. Granville and four correctional officers escorted V.H. to his cell and physically assaulted him, resulting in severe injuries, including face, rib, and scrotum injuries that required emergency surgery.

Following the assault, Granville and other officers submitted false reports about the incident. The investigation into the actions of the other correctional officers is ongoing.

Assistant Attorney General Kristen Clarke stated, ‘This defendant is being held accountable for using excessive force and violating the Constitutional rights of a detainee under his care, custody and control.’

U.S. Attorney Jacqueline C. Romero added, ‘A uniform and a badge do not provide a license to brutalize. The U.S. Attorney’s Office will devote the necessary resources to investigate and prosecute excessive force cases to the fullest extent of the law.’

Granville faces up to 30 years of imprisonment and a fine of up to $500,000. A sentencing date has been set for April 25.

Assistant U.S. Attorneys Nancy E. Potts and Everett R. Witherell, along with Trial Attorney Daniel E. Grunert, are prosecuting the case.

The FBI Philadelphia Field Office and the Philadelphia Department of Prisons investigated the case.

This case highlights the importance of holding law enforcement accountable for their actions and ensuring that those who abuse their authority are brought to justice.
