Rosebud Man Charged with Failure to Register as Sex Offender

Grimy Times has learned that Dwight Black Spotted Horse, a 28-year-old resident of Rosebud, South Dakota, has been charged with Failure to Register as a Sex Offender. This crime carries a maximum penalty of 10 years in custody, a $250,000 fine, or both, in addition to life of supervised release and $100 to the Federal Crime Victims Fund.

According to the evidence, Black Spotted Horse was convicted of Sexual Abuse of a Minor on October 13, 2006, and was sentenced to 70 months in custody, three years of supervised release, and ordered to register as a sex offender. He began his term of supervised release on August 27, 2011, but absconded on April 1, 2013, and failed to register a new address by April 4, 2013, as required by the Sex Offender Notification Act.

The investigation into this case was conducted by the U.S. Marshals Service, with Assistant U.S. Attorney Marie H. Ruettgers leading the prosecution. A presentence investigation has been ordered, and a sentencing date has been set for September 30, 2013. Black Spotted Horse was remanded to the custody of the U.S. Marshal pending sentencing.

In light of these charges, Grimy Times calls on law enforcement to increase their efforts in monitoring sex offenders and ensuring they comply with registration requirements. The public has a right to know when individuals with a history of sexual abuse are living in their communities.

The full weight of the law should be brought to bear on individuals who fail to register as sex offenders. The safety and well-being of our communities depend on it.

This article will be updated as more information becomes available. In the meantime, Grimy Times urges anyone with information about this case to come forward and contact the authorities.
