Baltimore, MD – A Parkville man has been sentenced to 10 years in prison for his role in a disturbing child pornography case. Ruben Uy Lim, 53, was handed down the sentence by U.S. District Judge George L. Russell III after admitting to receiving and distributing hundreds of videos and images of underage girls. The images and videos were recovered during a search of Lim’s residence and electronic devices in 2015.
According to the investigation, Lim used a special camera lens to film middle and high school-aged girls at swim meets, beaches, and water parks. The lens allowed him to see through certain fabrics, including bathing suits, and captured images of the girls’ breasts and vaginal areas. Lim admitted to traveling around the country to record children using the special lens, which he referred to as the ‘X-Ray lens.’
The investigation was led by the Baltimore County Police Department, with assistance from the FBI, U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), and the Baltimore County State’s Attorney’s Office. U.S. Attorney Rod J. Rosenstein commended the agencies involved in the case, saying, ‘I commend HSI Baltimore, the FBI, Baltimore County Police Department, and the Baltimore County State’s Attorney for their work in this investigation.’
Lim’s sentence was part of a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse. Project Safe Childhood, launched in May 2006, marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children. Lim was also ordered to register as a sex offender upon his release from prison, under the Sex Offender Registration and Notification Act (SORNA). The sentence was announced by U.S. Attorney Rod J. Rosenstein, Special Agent in Charge Gordon B. Johnson of the FBI, Baltimore Field Office, Special Agent in Charge Andre R. Watson of U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), Chief James W. Johnson of the Baltimore County Police Department, and Baltimore County State’s Attorney Scott Shellenberger.
The case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse.
