COLUMBIA, SC – Gena C. Randolph, a speech pathologist from Mount Pleasant, South Carolina, is facing serious federal charges after a Charleston Grand Jury returned a six-count indictment accusing her of a brazen health care fraud scheme. The indictment details years of alleged illicit activity, continuing even after she was officially barred from billing Medicaid and Medicare.
According to the indictment, Randolph was prohibited from submitting claims to Medicaid in 2012 and Medicare in 2013. But authorities say she didn’t stop. Instead, she allegedly continued to bill the programs under the names of other providers or through companies where she held a concealed interest – a clear attempt to skirt the law and continue profiting from fraudulent claims.
The alleged fraud wasn’t limited to simply using other people’s names. The indictment further claims Randolph submitted false claims for services that were *never* rendered, and shockingly, even billed for treatments supposedly provided to patients who were already deceased. This isn’t just financial crime; it’s a callous disregard for the system and a profound disrespect for those who legitimately rely on these programs.
If convicted on all counts, Randolph could face a lengthy prison sentence. The health care fraud charge carries a maximum ten-year prison term. The false statement charges each carry a maximum of five years. Adding to that, the aggravated identity theft charge carries a *mandatory* two-year consecutive sentence. And the financial penalties are substantial: each count also carries a potential fine of up to $250,000.
The investigation was a joint effort between agents of the Health and Human Services – Office of Inspector General (HHS-OIG) and investigators with the Medicaid Fraud Control Unit, Office of the Attorney General for the State of South Carolina. Assistant United States Attorney Eric Klumb and Special Assistant United States Attorney Nancy Cote, a Senior Assistant Deputy Attorney General, are leading the prosecution.
United States Attorney Beth Drake stressed that the indictment contains only allegations. Randolph, like all defendants, is presumed innocent until proven guilty in a court of law.
