Newark Man Charged in Shooting
A shooting in Newark’s Grace West Manor Complex has landed a 19-year-old man behind bars. Ramad Moultrie, of Newark, is charged with unlawful possession of ammunition by a convicted felon, with a maximum sentence of 10 years in prison and a maximum fine of $250,000.
On August 2, 2021, members of the Newark Police Department responded to multiple shootings at the Grace West Manor Complex on Irvine Turner Boulevard, where they located two victims with gunshot wounds. Surveillance video recorded Moultrie waving members of a crowd, including small children, out of his way before firing a handgun towards the two victims.
According to documents filed in this case and statements made in court, Moultrie has been convicted twice in the state of New Jersey for possession of a controlled dangerous substance and once for possession with intent to distribute a controlled dangerous substance. A .45 caliber handgun and a quantity of heroin were recovered when Moultrie was arrested at his residence.
Acting U.S. Attorney Rachael A. Honig credited special deputies of the U.S. Marshals Service, under the direction of Marshal Juan Mattos Jr.; and officers of the Newark Police Department, under the direction of Public Safety Director Brian O’Hara, with the investigation leading to these charges.
The government is represented by Special Assistant U.S. Attorney Timothy Shaughnessy of the Organized Crime/Gangs Unit in Newark. The charge and allegations contained in the complaint are merely accusations, and the defendant is presumed innocent unless and until proven guilty.
Moultrie made his initial appearance today before U.S. Magistrate Judge Andre M. Espinosa in Newark federal court and was detained.
The U.S. Marshals Service and the Newark Police Department worked together to bring Moultrie to justice, and their efforts have made the community safer. We will continue to work tirelessly to combat gun violence and hold those responsible accountable for their actions.
