SOUTH BEND, IN – Rachael Robinson, 37, of South Bend, Indiana, is facing the consequences after pleading guilty to a federal felony charge of wire fraud. Judge Damon R. Leichty of the United States District Court handed down the sentence today, ordering Robinson to repay $55,280.47 to the victims of her brazen scheme.
The scheme unfolded in February and April of 2021, when Robinson submitted not one, but two fraudulent applications for Paycheck Protection Program (PPP) funds. The catch? The business she claimed to operate didn’t exist. This wasn’t a desperate attempt to save a struggling enterprise; it was a calculated effort to line her own pockets.
The PPP, a lifeline thrown to small businesses reeling from the economic devastation of the COVID-19 pandemic as part of the CARES Act, was meant for job retention and legitimate business expenses. Robinson’s actions directly undermined that purpose. She successfully secured approximately $50,000 in PPP funds – money intended to help struggling Americans – and instead used it for personal gain. No legitimate business purpose was served.
Federal investigators quickly caught on. The Federal Bureau of Investigation, the Department of Housing and Urban Development-Office of Inspector General, and the Internal Revenue Service, Criminal Investigation Division, all contributed to building the case against Robinson. Their combined efforts exposed the fraud and brought Robinson to justice.
Assistant United States Attorneys Luke N. Reilander and Joel Gabrielse skillfully prosecuted the case, ensuring Robinson was held accountable for her actions. The $55,280.47 in restitution ordered by Judge Leichty represents the full extent of the financial damage caused by Robinson’s scheme. It’s a small victory in a sea of pandemic-related fraud, but a victory nonetheless.
