MUSKOGEE, OKLAHOMA – Billy Don Fuller, 48, of Spiro, Oklahoma, is staring down a potential life sentence after admitting to orchestrating a large-scale methamphetamine distribution network across eastern Oklahoma. Fuller pled guilty this week to charges of Drug Conspiracy, violating Title 21, United States Code, Section 846, and Possession With Intent to Distribute Methamphetamine, in violation of Titles 21 and 18 of the United States Code.
The case, a joint effort by the District 16 District Attorney’s Drug Task Force and the Drug Enforcement Administration, alleges Fuller’s criminal enterprise spanned over three years, from early 2011 through December 2013. The indictment revealed Fuller “willfully and knowingly combine, conspire, confederate and agree” with others to distribute at least 500 grams of methamphetamine – a Schedule II controlled substance – throughout the Eastern District of Oklahoma and beyond.
Federal prosecutors laid out a damning picture of a calculated operation. Fuller wasn’t just moving small amounts; the charges explicitly detail the trafficking of bulk quantities of meth, placing him squarely in the category of major drug traffickers. The DEA’s involvement suggests the scope of the operation extended beyond local borders, potentially impacting multiple states.
The hearing, presided over by Magistrate Judge Kimberly E. West, ordered a full presentence and investigation report to be compiled. Fuller remains in the custody of the United States Marshal Service, awaiting his sentencing date. Sources close to the investigation suggest the government intends to pursue the maximum penalty given the volume of drugs involved and the length of the conspiracy.
If convicted on the current charges, Fuller faces a minimum of 10 years in federal prison, and potentially life behind bars. He also risks a hefty fine of up to $10,000,000 and a mandatory supervised release period of at least five years after serving his sentence. Assistant United States Attorney Shannon Henson is prosecuting the case.
This case serves as a stark reminder that even in rural areas, the methamphetamine trade continues to thrive, fueled by individuals like Billy Don Fuller who prioritize profit over the devastating consequences of addiction and violence. Grimy Times will continue to follow this case and provide updates as Fuller’s sentencing approaches.
