Stockton Duo Indicted in Major Heroin, Meth Ring

SACRAMENTO, Calif. – A five-year reign of dealing in death came crashing down Wednesday with the unsealing of a federal indictment against two Stockton residents. Rosalva Angulo Castillo, 53, and Adan Garcia Castillo, 45, are accused of running a substantial heroin and methamphetamine trafficking operation that saturated the streets with poison.

The four-count indictment, handed down by a federal grand jury, alleges a conspiracy to distribute and possess with intent to distribute both heroin and methamphetamine, stretching from January 2018 through May 2023. The feds aren’t messing around; this wasn’t small-time dealing. Documents reveal Adan Garcia Castillo allegedly moved at least one kilogram of heroin on October 25, 2019 – a significant quantity suggesting a well-established network.

But Garcia Castillo wasn’t working alone. Rosalva Angulo Castillo is accused of distributing at least 100 grams of heroin on two separate occasions: December 8, 2020, and July 13, 2021. That’s a combined 200 grams of pure misery pumped into the community, according to authorities. U.S. Attorney Phillip A. Talbert didn’t mince words, making it clear this investigation was a priority.

The bust is the result of a coordinated effort, a multi-agency smackdown led by the Drug Enforcement Administration (DEA). The FBI, Homeland Security Investigations, IRS Criminal Investigation, the California Highway Patrol, and the San Joaquin County Metropolitan Narcotics Task Force all pitched in to bring the Castillos to justice. Assistant U.S. Attorneys David W. Spencer and Emily G. Sauvageau are handling the prosecution.

If convicted on all counts, both defendants face a mandatory minimum of 10 years behind bars. However, the maximum penalty is far more severe: life in prison. While sentencing will ultimately be up to the judge, taking into account federal guidelines and other factors, the government is clearly aiming for a substantial punishment.
