Patrick W. Riley, 67, of Sumter County, Florida, pleaded guilty today to violating the animal fighting provisions of the federal Animal Welfare Act, admitting his role in a gruesome multi-state dog fighting operation spanning Mississippi, Texas, and Florida.
Riley orchestrated the participation of his pit bull, “Rocket,” in two animal fights across state lines in November and December 2016. The venture wasn’t isolated—he trained eight dogs specifically for combat, using equipment designed to condition animals for maximum aggression and endurance, including treadmills, water tanks, turntables, syringes, IV solutions, enemas, and collapsible dog fighting rings.
According to court documents, Riley’s property in Ocala served as a training compound for the dogs. On March 1, 2017, federal and local law enforcement executed a search warrant, seizing the animals and a cache of gear used to brutalize and prepare them for bloodsport. The scene revealed a systematic, cold-blooded operation rooted in violence and illegal gambling.
The federal Animal Welfare Act makes it a felony to buy, sell, possess, or transport any animal for the purpose of animal fighting. Under the law, an animal fighting venture includes any event involving a fight between two or more animals for sport, wagering, or entertainment, especially when it crosses state lines.
Riley now faces up to five years in federal prison and a $250,000 fine. The case was investigated by the Federal Bureau of Investigation, the Sumter County Sheriff’s Office, and the Pasco County Sheriff’s Office, highlighting the coordinated push to dismantle underground dog fighting networks across the South.
Assistant United States Attorney Christopher F. Murray is prosecuting the case. The sentencing hearing is pending, but the guilty plea marks a rare conviction in a crime often shrouded in secrecy, sending a message that federal authorities are cracking down on organized animal cruelty rings with the full weight of the law.
