Swain J. Clarke, 30, of Owings Mills, Maryland, is headed to federal prison for 20 years after pleading guilty to a ruthless string of commercial robberies that terrorized convenience and grocery stores across Baltimore County in 2014. U.S. District Judge James K. Bredar handed down the sentence today, followed by three years of supervised release, calling the crime spree brazen, calculated, and dangerous.
The string of violence began on May 22, 2014, and stretched through September 30 of that same year, during which Clarke successfully robbed six businesses and attempted two more. In four of the robberies, he flashed what appeared to be a black semi-automatic handgun. In two others, he threatened employees with a knife, leaving cashiers shaken and store owners on edge. One location on Hammonds Ferry Road in Halethorpe was hit once and targeted twice more—only to be abandoned when Clarke recognized the same cashier he’d threatened weeks earlier.
On September 30, 2014, Clarke made a fatal mistake: he returned to a grocery store he’d previously robbed and purchased a $10 money order from the customer service manager. She recognized him instantly as the man who had terrorized her during the May 22 heist. The money order was made out to “Swain Clarke”—a paper trail that sealed his fate. Surveillance footage and eyewitness IDs built a wall around his defense.
Clarke disguised himself during multiple robberies, wearing a dreadlocks wig and distinctive clothing—including a “True Religion” baseball cap, a black and white plaid shirt, a blue button-down with horizontal stripes, and a blue hooded sweatshirt with white strings and a logo on the left chest. Investigators recovered the wig and cap from his apartment. Photos from his girlfriend’s phone showed him wearing the same clothes in social settings, linking fashion to felony.
While locked up at the Baltimore County Detention Center on November 2, 2014, Clarke made a recorded phone call to his girlfriend, instructing her to wipe his Facebook and Instagram accounts. She complied. The move reeked of guilt—but the damage was already done. The FBI, Baltimore County Police, and State’s Attorney’s Office had gathered enough evidence to close the case tight.
U.S. Attorney Rod J. Rosenstein praised investigators from the FBI’s Baltimore Field Office, the Baltimore County Police Department, and the State’s Attorney’s Office for their relentless work. Assistant U.S. Attorney James G. Warwick prosecuted the case. Clarke’s reign of fear is over. His cell is his new address for the next two decades.
