Texas Mexican Mafia Member Gets 15 Years for Coke

MIDLAND, Texas – Paul Lujan, 42, of Odessa, a former high-ranking member of the Texas Mexican Mafia, is headed to federal prison for 15 years. Lujan was sentenced Wednesday for six counts of possession with intent to distribute cocaine, a case built on a meticulous DEA controlled-purchase operation. This isn’t just a drug bust; it’s taking a hardened criminal off the streets who’d been operating with impunity for years.

The DEA investigation, kicking off in October 2024, documented Lujan selling cocaine on six separate occasions. The operation culminated on December 23, 2024, when Lujan was pulled over by law enforcement. He dug in his heels, refusing both a search of his truck and repeated requests to exit the vehicle. When a K9 unit alerted to narcotics, officers found marijuana and a syringe containing an unknown liquid substance inside. A passenger in Lujan’s truck was also found to be carrying cocaine in his waistband – a clear sign of the operation’s scale.

Lujan was indicted by a federal grand jury on January 22, facing the six felony charges. He didn’t bother fighting it, pleading guilty to all counts on March 31. But the prosecution wasn’t satisfied with the standard sentencing guidelines. U.S. District Judge David Counts agreed, granting a motion for an upward departure, citing Lujan’s “extremely violent criminal history.” The judge clearly saw Lujan as more than just a drug dealer; he was a menace.

“This successful outcome was possible because we and our partners were able to prove that Lujan not only committed half a dozen federal drug trafficking offenses in just two months but also had a significant history of violence for which he had yet to be held properly accountable,” stated U.S. Attorney Justin R. Simmons. “Thanks to the partnership from various law enforcement resources at the local, state, and federal levels, this violent criminal is finally being held accountable. A violent, career criminal who had operated with near impunity for years will have to spend the next decade and a half in a federal prison.”

DEA Special Agent in Charge Omar Arellano succinctly put it: “This is a perfect example of how drug trafficking and violence are evil bed fellows.” He emphasized the DEA’s focus on dismantling the link between drug trade and violent crime. This case, he said, is a testament to that commitment. Lujan will serve a six-year term of supervised release after completing his 180-month prison sentence. Don’t expect a reformed character at that point.

The investigation was a collaborative effort between the DEA, Odessa Police Department, Midland Police Department, and the Texas Department of Public Safety. Assistant U.S. Attorneys Patrick Sloane and Kevin Cayton handled the prosecution.
