Tamar Green, Gilpin Court Shooting, Virginia 2023

RICHMOND, VA – A Richmond man is headed to federal prison for 78 months after authorities connected him to a brazen shooting in the Gilpin Court housing complex. T’Mar Green, 23, was sentenced today for being a convicted felon illegally possessing a firearm – the same gun used to wound a man days earlier.

The case unfolded on February 19, 2021, when officers attempted to speak with Green and another individual in Gilpin Court. Both men immediately bolted, and during the foot chase, Green tossed a loaded firearm near residential buildings on St. James Street. The weapon was quickly recovered by law enforcement.

But the story didn’t end there. Investigators quickly linked the gun to a shooting that had occurred just three days prior, on February 16, 2021, also within Gilpin Court. According to court documents, Green and others engaged in a shootout, and Green fired the weapon, wounding another man. The victim received treatment at a local hospital. Green had previously faced state charges for that initial shooting.

“This sentence underscores the consequences of illegally possessing firearms, particularly for those with prior convictions,” said U.S. Attorney Jessica D. Aber. Acting Special Agent in Charge Michael Weddel of the ATF’s Washington Field Division added that the case highlights the ATF’s commitment to reducing gun violence in communities like Gilpin Court. Assistant U.S. Attorney Stephen E. Anthony led the prosecution.

The sentencing of T’Mar Green is part of the Department of Justice’s “Project Safe Neighborhoods” (PSN) initiative, a program aimed at reducing violent crime through targeted enforcement and community partnerships. PSN focuses on the most dangerous offenders and works to connect them with prevention and reentry programs, hoping to break the cycle of violence.

Court documents related to the case, including Case No. 3:22-cr-15, are available on the U.S. Attorney’s Office for the Eastern District of Virginia website and through PACER. The ATF continues to investigate firearm-related crimes across the region, working to keep dangerous weapons out of the hands of convicted felons like Green.
