A pair of high-ranking Tren de Aragua members have been slapped with a five-count superseding indictment for their alleged roles in a transnational cocaine trafficking and terrorism ring.
Giovanni Vicente Mosquera Serrano, 37, aka ‘El Viejo,’ and Jose Enrique Martinez Flores, 24, aka ‘Chuqui,’ face up to life in prison and a possible $10 million fine if convicted.
According to the indictment, the duo conspired to provide material support to Tren de Aragua, a designated foreign terrorist organization, in the form of personnel and services. They’re also accused of international drug distribution conspiracy, and two substantive counts of international drug distribution.
The Department of State designated Tren de Aragua as a foreign terrorist organization and Specially Designated Global Terrorist on February 20. Mosquera Serrano is described as a senior TdA leader who oversees operations across Colombia, Central America, and the United States, while Martinez Flores is a high-ranking TdA leader in Bogota, Colombia.
Martinez Flores was arrested in Colombia on March 31, but Mosquera Serrano remains a fugitive and is now on the FBI’s 10 Most Wanted Fugitives List. The Justice Department is offering a $3 million reward for information leading to his capture.
U.S. Attorney Nicholas J. Ganjei vowed to smash transnational criminal gangs and cartels, saying, ‘It doesn’t matter if you’re hiding a continent away; if you hurt U.S. citizens, we’ll find you and bring you to justice.’
The investigation was conducted by the FBI, DEA, and Houston Police Department, with assistance from Colombian authorities. Assistant U.S. Attorneys Casey N. MacDonald and Anibal J. Alaniz are prosecuting the case, along with Deputy Director David C. Smith from the Department of Justice’s Joint Task Force Vulcan.
