Tuskahoma Man Stacks Felon with 60 Rounds of Ammo

MUSKOGEE, OKLAHOMA – Russell Richard Fincher, a 53-year-old Tuskahoma resident, has pleaded guilty to selling ammunition to a prohibited person. The guilty plea was announced by the United States Attorney’s Office for the Eastern District of Oklahoma.

According to the charges, Fincher knowingly sold 60 rounds of .40 caliber ammunition to an individual he had reason to believe was a felon on May 5, 2023. This is not the only crime attributed to Fincher, as he also admitted to unlawfully engaging in the business of dealing in firearms without a license between February 2021 and June 2023.

Federal law requires individuals involved in the business of dealing in firearms to obtain Federal Firearms Licenses and run background checks on potential buyers. Fincher, however, operated outside of these regulations, selling guns for monetary gain without the necessary permits.

The Bureau of Alcohol, Tobacco, Firearms and Explosives conducted the investigation that led to Fincher’s charges. Assistant United States Attorney Joshua Satter represented the United States in the case.

The Honorable D. Edward Snow, U.S. Magistrate Judge in the Eastern District of Oklahoma, accepted the plea and ordered the completion of a presentence investigation report. Fincher’s sentencing is yet to be determined.

Fincher’s actions have sparked concerns over the regulation of firearm sales and the potential for prohibited individuals to obtain deadly weapons. The federal government continues to crack down on those who operate outside of the law, ensuring public safety remains a top priority.

As the investigation continues, it remains to be seen what other charges may be filed against Fincher. One thing is certain, however: the reckless sale of ammunition to felons will no longer be tolerated in Oklahoma.
