Shippers in the Lower Rio Grande Valley have been dealt a raw deal by the railroad industry, and they’re not taking it lying down. The Valley shippers, led by A.L. Brooks of Harlingen, are planning to take action against the railroad’s so-called ‘differential’ rates, which have been in place for years.
