Victor Ortiz, Stalking and Chemical Attack, Pennsylvania 2022

A Philadelphia man’s heinous crime has finally caught up to him. Victor Ortiz, 47, was found guilty of stalking and viciously attacking his ex-girlfriend with a caustic substance in a public chemical attack.

On May 4, 2022, Ortiz followed his ex-girlfriend to her office in Philadelphia and threw soda ash on her face and torso. The brutal attack left the victim temporarily blinded in the left eye and caused severe pain and permanent scarring on her body.

Further investigation revealed that Ortiz had attached a GPS device to the victim’s vehicle to monitor her location, allowing him to track her movements. A second GPS device was even discovered on the victim’s vehicle in July 2022, after law enforcement officials found the first one.

The U.S. Attorney’s Office for the Eastern District of Pennsylvania, along with Homeland Security Investigations and the Philadelphia Police Department, worked together to apprehend Ortiz and bring him to justice.

Victor Ortiz is set to be sentenced on December 17 and faces a maximum possible sentence of 20 years’ incarceration. The U.S. Attorney’s Office has vowed to continue working with law enforcement to get justice for stalking victims and take dangerous offenders off the streets.

Assistant U.S. Attorneys Michael R. Miller and Angella Middleton are prosecuting the case. Ortiz’s heinous crime serves as a harsh reminder that stalking and violent attacks will not be tolerated in our society.
