Billings, 35, of Wellsville, NY, is headed to federal prison for 54 months after being convicted of conspiracy to manufacture and distribute 50 grams or more of methamphetamine-laced mixture. The sentence, handed down by U.S. District Judge Richard J. Arcara, marks the end of a years-long investigation into a regional meth production ring.
Between January 2011 and October 25, 2011, Billings engaged in a calculated effort to circumvent over-the-counter medication restrictions by ‘smurfing’ — purchasing small amounts of pseudoephedrine from multiple local pharmacies. Pseudoephedrine is a critical ingredient in the illicit manufacture of methamphetamine, and Billings’ actions fueled a dangerous supply chain.
U.S. Attorney James P. Kennedy, Jr. confirmed the sentencing, underscoring the federal crackdown on meth production in rural New York. Assistant U.S. Attorney Brendan T. Cullinane, who prosecuted the case, detailed how Billings coordinated with co-conspirators to pool pseudoephedrine purchases and funnel the chemicals into makeshift labs.
The investigation was a sweeping joint operation involving the Drug Enforcement Administration (DEA), under Special Agent-in-Charge James J. Hunt; the New York State Police CNET unit led by Lieutenant Kevin Reyes and Major David Krause; and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), directed by Special Agent in Charge Ashan Benedict.
Additional agencies that dismantled the operation include the Southern Tier Regional Drug Task Force, Wellsville Police Department, U.S. Border Patrol, and the New York State Department of Environmental Conservation. Sheriff Timothy Whitcomb of Cattaraugus County and Captain John Burke of DEC played key roles in tracking illegal dumping and lab locations.
Billings now begins a 54-month federal sentence with no early release. Authorities warn that ‘smurfing’ remains a red flag for meth production and vow continued scrutiny of pharmacy-level transactions across Western New York.
