Eleven alleged members and associates of the Westside Crips street gang, along with the manager of two national-brand hotels in Oceanside, have been indicted on federal racketeering charges tied to a years-long criminal enterprise involving drug trafficking, prostitution, assault, and attempted murder. The indictment, unsealed February 10, 2017, alleges the conspiracy spanned from 2004 to 2016 and operated like a structured crime family, with specialized roles in narcotics sales, sex trafficking, and violence.

Early morning raids by the Narcotics Task Force, DEA, and Oceanside Police Department led to five arrests in North County and one in New Mexico. One defendant remains at large as of midday. Five others were already in state custody and will be transferred to federal jurisdiction. Some defendants are scheduled to appear before U.S. Magistrate Judge Barbara L. Major at 2 p.m. today, with additional hearings set for Monday before Judge Andrew G. Schopler.

Court documents describe the Westside Crips as a tightly organized criminal street gang operating primarily in Oceanside. Members allegedly divided duties: some distributed narcotics, others managed and transported prostitutes across state lines, and the hotel manager provided safe spaces for these illegal operations. This coordination led to charges under the Racketeer Influenced and Corrupt Organizations (RICO) Act—typically reserved for mob-style syndicates.

This marks the fourth major RICO prosecution by the U.S. Attorney’s Office in San Diego targeting street gangs involved in drug and human trafficking. In prior cases, 35 of 39 Oceanside gang members pleaded guilty, 21 North Park defendants have entered guilty pleas, and all 22 members of the Tycoons street gang pleaded guilty. Prosecutors say these cases reveal a pattern of systemic criminal enterprise embedded in local gang networks.

“This case, along with many others like it in our district, demonstrates that human and drug trafficking by criminal street gangs is rampant,” said Acting U.S. Attorney Alana Robinson. “Not only are we targeting the traffickers and customers, but we are also going after the businesses that facilitate this type of gang activity.”

DEA San Diego Special Agent in Charge William Sherman emphasized the threat posed by these individuals: “The members of the criminal street gang that were arrested today face serious charges. It is critical to the safety of our citizens to get these violent drug traffickers off the streets.” Oceanside Police Chief Frank S. McCoy praised the interagency collaboration, calling the operation a testament to the city’s ongoing fight against gang violence and organized crime.
