FAYETTEVILLE, ARKANSAS – Charles Ray Smith, a 31-year-old Winslow resident, was sentenced to 210 months in federal prison and lifetime supervised release for the receipt of child pornography. The sentence was handed down by U.S. District Judge Timothy L. Brooks.
Court records show that law enforcement arrested Smith at his residence on September 15, 2016, charging him with sexual abuse. During an interview following his Miranda warning, Smith admitted to downloading and storing child pornography on his cell phone, which he later transferred to a laptop computer. Officers seized two laptops from his bedroom during a search where they found numerous images of child pornography.
Smith was indicted in October 2016 and pleaded guilty in December 2016. He had previously been convicted of Sexual Assault 2nd Degree in 2006.
Raymond R. Parmer, Jr., Special Agent in Charge of the New Orleans field office for HSI covering Arkansas, Alabama, Louisiana, Mississippi, and Tennessee, emphasized the importance of teamwork in bringing Smith to justice. “Identifying and arresting sexual predators remains a top priority for HSI,” said Parmer.
The case was investigated by the Siloam Springs Police Department and the Department of Homeland Security Investigations, with Assistant United States Attorney Dustin Roberts prosecuting the case on behalf of the United States.
