Youngstown Dealer Hall Gets 23 Years for Flood of Fentanyl, Meth

YOUNGSTOWN, OH – Rayshawn Hall, 24, of Youngstown, is facing a long stretch behind bars after a federal judge slammed him with a 276-month (23-year) prison sentence for pushing poison into the streets. Hall was sentenced September 3, 2025, by U.S. District Judge Christopher A. Boyko, following a guilty plea entered in April to a slew of drug charges.

The indictment laid out a clear picture of Hall’s operation: one count of Distribution of Fentanyl, three counts of Distribution of Methamphetamine, one count of Possession with Intent to Distribute Methamphetamine, one count of Possession with Intent to Distribute Cocaine, and two attempted possession charges – one for methamphetamine and one for fentanyl. The charges stem from a period between August 11 and October 17, 2023, where investigators with the U.S. Department of Homeland Security Investigations and the Mahoning County Law Enforcement Task Force conducted multiple controlled buys.

This wasn’t small-time dealing. A raid on Hall’s residence turned up a staggering $56,000 in cash, along with other evidence pointing to a full-blown drug trafficking operation. Federal agents also discovered a suspicious package – a FedEx box originating from Spring Valley, California – inside a black Chrysler on the property. Forensic analysis confirmed the box contained a massive quantity of narcotics: 9,810.8 grams (approximately 21 pounds) of 90.4% pure methamphetamine and 989.7 grams (around two pounds) of fentanyl.

The sheer volume of drugs attributed to Hall is chilling. Authorities estimate his actions are responsible for at least 90,000 kilograms of converted drug weight flooding the Youngstown area. This isn’t just about numbers; it’s about lives shattered, families destroyed, and a community poisoned by Hall’s greed. The investigation revealed a sophisticated network capable of moving significant quantities of drugs across state lines.

Hall will serve three years of supervised release after completing his 23-year prison term. Assistant United States Attorney Yasmine Makridis, of the Northern District of Ohio, prosecuted the case, ensuring Hall faced the full weight of the law. This conviction sends a message – though often ignored – that large-scale drug trafficking will not be tolerated in the region.

The Grimy Times will continue to follow this case and report on the ongoing efforts to dismantle drug trafficking networks in Ohio and beyond. The opioid crisis remains a critical issue, and holding dealers like Rayshawn Hall accountable is a small step towards addressing the devastation caused by these dangerous substances. The investigation is ongoing, and authorities are exploring potential co-conspirators.
