Youngstown’s Rayshawn Hall Gets 23 Years for Flood of Fentanyl & Meth

YOUNGSTOWN, OH – Rayshawn Hall, 24, of Youngstown, is facing a long stretch behind bars after a federal judge handed down a 276-month (23-year) sentence for peddling poison throughout the Mahoning County region. Hall’s operation, which included fentanyl, methamphetamine, and cocaine, was dismantled after a relentless investigation by federal and local authorities.

U.S. District Judge Christopher A. Boyko imposed the sentence on September 3, 2025, following Hall’s guilty plea in April to a slew of drug charges. The indictment detailed one count of Distribution of Fentanyl, three counts of Distribution of Methamphetamine, one count of Possession with Intent to Distribute Methamphetamine, one count of Possession with Intent to Distribute Cocaine, one count of Attempted Possession with Intent to Distribute Methamphetamine, and one count of Attempted Possession with Intent to Distribute Fentanyl. Beyond the prison term, Hall will also serve three years of supervised release upon his eventual freedom.

The investigation, spanning from August 11 to October 17, 2023, revealed a pattern of controlled drug buys directly linked to Hall. Investigators didn’t just rely on street-level transactions; a search of Hall’s residence turned up a staggering $56,000 in cash – a clear indicator of a lucrative and dangerous enterprise. Agents also discovered a suspicious package: a FedEx box originating from Spring Valley, California, stashed inside a black Chrysler on the property.

That box proved to be a treasure trove of destruction. Forensic analysis confirmed it contained a massive 9,810.8 grams (approximately 21 pounds) of 90.4% pure methamphetamine, alongside 989.7 grams (roughly two pounds) of fentanyl. Authorities estimate Hall’s actions were responsible for the distribution of at least 90,000 kilograms of converted drug weight – a quantity that paints a grim picture of the damage he inflicted on the community.

The takedown was a joint effort, spearheaded by the U.S. Department of Homeland Security Investigations and the Mahoning County Law Enforcement Task Force. Assistant United States Attorney Yasmine Makridis, of the Northern District of Ohio, prosecuted the case, ensuring Hall faced the full weight of the law for his criminal conduct. This sentencing sends a clear message: those who profit from the misery of others will be held accountable.
