Juine Foster, Child Pornography Possession, Louisiana 2024

Twelve Louisiana men are behind bars after a sweeping crackdown on child exploitation, the latest wave of arrests stemming from digital investigations targeting predators who use the internet to access and distribute illegal material involving children under 13.

Attorney General Jeff Landry announced the arrests as a direct follow-up to Operation Broken Heart, emphasizing that his office remains unrelenting in pursuing those who prey on the most vulnerable. “Operation Broken Heart may have ended, but my office and I have not stopped our efforts to protect Louisiana children,” Landry said. “We remain relentless in tracking down those who use the Internet to sexually exploit and abuse children.”

The charges are gut-wrenching in both scope and severity. Juine Foster, 23 of Reserve, faces 115 counts of possessing child pornography involving juveniles under 13. Dylan Broussard, 18 of Lafayette, was hit with 20 similar counts. Jimmie Adcock, 54 of Jeanerette, faces 3 counts, while Edwin Smith, 27 of Lafayette, faces 2 counts. All were arrested following coordinated investigations involving the Louisiana Bureau of Investigation (LBI), Homeland Security Investigations (HSI), and multiple parish sheriff’s offices.

Some arrests reveal even more disturbing patterns. Cory Dunn, 29 of Mandeville, was charged not only with two counts of possession but also with 10 counts of video voyeurism. Jordan Johnson, 21 of Lake Charles, faces 4 counts each of production and distribution of child pornography—active crimes that suggest direct involvement in creating and spreading abuse material. Ryan Wooley, 23 of Plaquemine, was hit with one count of possessing child pornography, one count of indecent behavior with a juvenile, and one count of computer-aided solicitation of a minor, the result of a joint probe with the Madison County, Mississippi Sheriff’s Office.

Law enforcement agencies involved—LBI, HSI, FBI, and local sheriff’s departments from Iberia, St. John the Baptist, Lafayette, St. Tammany, Washington, Acadia, Iberville, and Sulphur—demonstrate the depth of interagency cooperation required to dismantle these networks. Investigations leveraged digital forensics, IP tracking, and undercover operations to identify suspects across rural and urban parishes alike.

As the cases proceed through the justice system, prosecutors will seek maximum penalties under state and federal law. These arrests send a clear message: Louisiana’s predators are being hunted, exposed, and prosecuted. The digital shadows they once hid in are now under relentless surveillance.
