Rickey Simpson, Medicaid Fraud, Louisiana 2024

BATON ROUGE, LA — Five Louisiana residents are behind bars after being busted in a sweeping Medicaid fraud crackdown led by Attorney General Jeff Landry’s Medicaid Fraud Control Unit (MFCU). The arrests expose a web of false billing, forged timesheets, and phantom care services that exploited a program meant for the state’s most vulnerable.

Rickey Simpson of Shreveport was hit with three counts of Medicaid fraud for allegedly filing fake timesheets and service logs. Janell Manning, from Haynesville, faces two counts for allegedly pushing through fraudulent claims. Debbie Lenoir, based in Baton Rouge, was charged with one count after allegedly double-billing overlapping hours. Chasity Jones, of Gretna, was arrested on one count for allegedly orchestrating the submission of false claims.

Ambreon Jones, out of Ferriday, faces the most serious charge: a single felony count of Medicaid fraud for allegedly fabricating entire service documentation. All five were processed and booked into East Baton Rouge Parish Prison without bond details released. Authorities stress the arrests are part of an ongoing effort to purge systemic abuse from taxpayer-funded healthcare programs.

“Fraudulent claims to the Medicaid program will be investigated, and the scammers will be arrested,” Attorney General Jeff Landry declared. “My office and I are committed to rooting out fraud wherever it exists. We will do all we can to protect the Medicaid program for people who really need the help.”

Medicaid fraud occurs when providers exploit the system to collect payments they’re not entitled to—stealing funds from a lifeline program designed for low-income families, seniors, and people with disabilities. Each false claim drains resources from those in genuine need and hikes costs for Louisiana taxpayers.

To report suspected Medicaid fraud or abuse in residential care facilities, call the Attorney General’s Medicaid Fraud Hotline at 888-799-6885 or visit www.AGJeffLandry.com. Authorities urge whistleblowers and insiders to come forward—because in the underground economy of healthcare scams, silence is complicity.
