Dorian Devon Banks, a 27-year-old man from Wheeling, West Virginia, has admitted to dealing cocaine and packing heat during a drug crime spree in Ohio County in 2017. The guilty plea, entered in federal court, ties Banks directly to the distribution of cocaine and the possession of a loaded 9mm pistol used to protect his illicit operation.
Banks pleaded guilty to one count of “Possession with the Intent to Distribute Cocaine” and one count of “Possession of a Firearm in Furtherance of a Drug Trafficking Crime.” Court records show the offenses occurred in May 2017, when law enforcement connected Banks to drug activity and the recovery of both narcotics and a firearm used to further his criminal enterprise.
He now faces up to 20 years in prison and a fine of up to $1,000,000 on the drug charge alone. On the firearm count, Banks faces a mandatory minimum of five years—up to five years in prison—and a fine of up to $250,000. The actual sentence, under the Federal Sentencing Guidelines, will hinge on the severity of the offenses and any prior criminal record.
The investigation was a coordinated strike by multiple law enforcement agencies. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Ohio Valley Drug and Violent Crimes Task Force—a HIDTA-funded initiative—and the Wheeling Police Department all played key roles in building the case against Banks.
Assistant U.S. Attorney Stephen L. Vogrin is prosecuting the case for the federal government. The charges stem from a broader crackdown on drug-related violence and illegal firearms in the Ohio Valley region, where opioid and cocaine distribution networks continue to plague communities.
Sr. U.S. District Judge Frederick P. Stamp, Jr. presided over the proceedings in Wheeling, West Virginia. No sentencing date has been set, but with federal mandatory minimums in play, Banks is looking at serious time behind bars.
