A 4.5-kilogram stash of cocaine hidden in a car on I-84 East near Waterbury has landed Mexican national LUIS PALACIOS ORTIZ, 44, behind bars. Palacios Ortiz pleaded guilty today in federal court to possession with intent to distribute and illegal reentry after deportation, capping a two-year detention that began the moment police pulled him over.
U.S. Attorney John H. Durham announced the guilty plea, which was entered before U.S. District Judge Michael P. Shea in Hartford. On February 13, 2017, Connecticut State Police stopped the vehicle Palacios Ortiz was driving. A search revealed the massive cocaine haul—nearly 10 pounds of a drug that fuels addiction and violence across the region.
Palacios Ortiz was not licensed to drive and had no legal right to be in the United States. He had been previously deported, making his return a federal crime. His presence on American soil, behind the wheel of a car loaded with narcotics, set off immediate red flags during the traffic stop that snowballed into a major drug prosecution.
He faces up to 40 years for the cocaine charge and 10 years for reentry of a removed alien. But under a binding plea agreement, prosecutors and defense have jointly recommended a 60-month prison sentence. That deal, if accepted by Judge Shea, would mark a swift end to a case rooted in transnational drug trafficking and immigration violations.
Sentencing is scheduled for May 14, 2018. Palacios Ortiz has remained in federal custody since the day of his arrest—more than a year already served as he awaits final judgment. His prolonged detention underscores the federal crackdown on foreign nationals involved in drug distribution networks.
The investigation was led by the Drug Enforcement Administration and Connecticut State Police. Assistant U.S. Attorney Rahul Kale is prosecuting the case, building on evidence that sealed Palacios Ortiz’s fate the moment police found what he was hauling through central Connecticut.
