The case was prosecuted by Assistant U.S. Attorney Stephanie L. Haines, who secured the conviction through digital forensic evidence and interagency cooperation. Haines emphasized the severity of the crime, stating that each image represents a real child victim whose abuse is perpetuated every time the file is accessed or shared.

The investigation was a joint effort between the Laurel Highlands Resident Agency of the Federal Bureau of Investigation and the Altoona Police Department. Their collaboration led to the seizure of electronic devices and the forensic recovery of illicit material that sealed Stehley’s conviction.

This prosecution was carried out under Project Safe Childhood, a national Department of Justice initiative launched in 2006 to combat child sexual exploitation.
