AMARILLO, TX – A city employee betrayed the trust of the vulnerable, pilfering over $465,000 intended to provide shelter for the homeless. Amy Dixon, 44, formerly the City of Amarillo’s Homeless Management Information Specialist, pleaded guilty Monday to conspiracy to embezzle from a federally funded program, U.S. Attorney for the Northern District of Texas Leigha Simonton announced.

Dixon wasn’t skimming a little off the top; this was a calculated, years-long scheme. As the city’s point person for the U.S. Department of Housing & Urban Development’s (HUD) Emergency Solutions Grant (ESG) Program, she was responsible for getting money into the hands of landlords willing to house those in need. Instead, she created a phantom landlord using a relative’s stolen identity.

The scheme kicked off in September 2020. Dixon crafted fraudulent payment voucher packages, instructing the Amarillo Finance Department to alert her when the checks were ready. She then brazenly signed her relative’s name and deposited the stolen funds into her own bank account. When HUD loosened inspection requirements in April 2021, allowing outside inspectors, Dixon expanded the fraud to include payments for entirely fictitious properties. It wasn’t about legitimate housing; it was pure theft.

The sheer scale of the operation is staggering. Dixon conjured up 223 fraudulent payment vouchers, resulting in 66 checks issued to these nonexistent landlords. The total loss? A damning $465,511.65 – money that could have kept dozens, perhaps hundreds, off the streets. This wasn’t a momentary lapse in judgment; it was a cold, calculated betrayal of those most in need.

Now, Dixon faces the consequences. She’s looking at up to five years in federal prison. The Federal Bureau of Investigation’s Dallas Field Office – Amarillo Resident Agency, alongside the U.S. Department of Housing & Urban Development – Office of Inspector General, untangled the web of deceit. Assistant U.S. Attorney Joshua Frausto will be prosecuting the case, and hopefully, securing a sentence that reflects the gravity of her crime.
