Angela Flippin, Bank Embezzlement, Missouri 2023

Jefferson City, MO – Angela Flippin, a 51-year-old former bank vice president, pleaded guilty in federal court to embezzling at least $550,000 from the People’s Bank of Moniteau County, a bank with locations in Jamestown and California, Mo.

The embezzlement occurred between 2010 and January 30, 2017, with the government believing she embezzled $645,638, which will be presented at her sentencing hearing.

Flippin waived her right to a grand jury and pleaded guilty before U.S. Magistrate Judge Willie J. Epps, Jr. to one count of embezzlement by a bank employee and one count of filing a false federal tax return.

As the vice president and chief operating officer at the People’s Bank of Moniteau County, Flippin was also the board secretary for many years. She was terminated when the improper transactions were discovered in January 2017.

Analysis of Flippin’s bank accounts found that she received more than $550,000 in improper comp time disbursements and more than $8,000 in improper expense reimbursements. Additionally, she made payroll deposits of $105,750 and had other deposits totaling $892,782. Her expenditures included $338,569 in PayPal online shopping transactions and other general debit card transactions.

Flippin also admitted to failing to report the embezzled amounts on her 2014, 2015, and 2016 federal income tax returns, resulting in a total tax loss of $96,434 to the federal government.

Under federal statutes, Flippin is subject to a sentence of up to 33 years in federal prison without parole. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.
