St. Marys, West Virginia woman Anne Louise Hall, 57, has been ordered to repay $54,678.90 in stolen Social Security benefits after admitting to a decade-long fraud scheme that bled federal coffers from October 2006 to March 2017. The hard-earned money meant for retirees and disabled Americans was funneled into Hall’s pockets under false pretenses, federal prosecutors confirmed.
Hall pled guilty in October 2017 to one count of “Theft of Government Money,” a felony charge that exposed years of calculated deception. By knowingly concealing qualifying circumstances and continuing to collect benefits she was not entitled to, Hall exploited a critical safety net program designed to protect the most vulnerable.
U.S. Attorney Bill Powell, who oversaw the prosecution, emphasized that fraud against federal benefit programs will be met with consequences. “This wasn’t an error or oversight—this was theft,” Powell stated. “For over ten years, Anne Louise Hall treated Social Security like a personal piggy bank. That ends now.”
Senior U.S. District Judge Irene M. Keeley handed down a five-year probation sentence, rejecting incarceration but demanding full financial restitution. The $54,678.90 must be repaid to the Social Security Administration in full, a move aimed at clawing back some of the damage done by Hall’s actions.
The case was investigated by the Social Security Administration Office of Inspector General, whose agents spent months tracing the illicit payments and building airtight evidence. Assistant U.S. Attorney Shawn M. Adkins prosecuted the case, presenting facts that left no room for denial.
