Two Contractors Sentenced for Paying Bribes to Former Broward County Traffic Director

A federal judge in Florida has sentenced two contractors to prison time and fines for paying bribes to a former Broward County traffic director.

Anthoneel Allen, 40, of Wellington, and James Hashim, 50, of Plantation, were charged with conspiracy to commit bribery in programs receiving federal funds, highway fraud, mail fraud, extortion under color of official right, and tax fraud.

According to court documents, Allen and Hashim paid more than $150,000 in cash, a 2003 Ford Taurus, and a job to Jihad El Eid, the former director of traffic engineering in Broward County, in exchange for contracts worth approximately $26 million.

The bribes helped the two contractors secure contracts for projects including the Signalization and Street Light Installation contract, the Advanced Transportation Management System project, and the Video Detection Contract.

The case was investigated by the FBI, IRS-CI, and the U.S. Department of Transportation’s Office of Inspector General.

Allen was sentenced to 60 months in prison, three years of supervised release, a $15,000 fine, and a forfeiture judgment of $3,000,000. Hashim received a sentence of 36 months in prison, three years of supervised release, a $15,000 fine, and a forfeiture judgment of $3,000,000.

As part of the sentencing, Allen has already paid $814,000 to the government with respect to the forfeiture.
