Glen Kyle Wells, Heroin Trafficking, Maryland 2023

Glen Kyle Wells, a 31-year-old Baltimore man also known as Lou and Kyle, was sentenced to 188 months in federal prison for his role in a violent, long-running heroin trafficking ring that operated under the protection of a corrupt former Baltimore City police detective. The sentence, handed down by U.S. District Judge Catherine C. Blake, includes five years of supervised release following incarceration.

Wells was a key player in the Shropshire Drug Trafficking Organization (DTO), which flooded North Baltimore—especially the area near the Alameda Shopping Center—with multiple kilograms of heroin between 2010 and their arrests. The operation caused numerous overdoses, including the fatal overdose of J.L. on December 27, 2011, directly linked to narcotics distributed by the DTO.

The trial exposed a web of corruption and violence. Former detective Momodu Gondo provided Wells and associates with real-time intelligence on law enforcement movements, shielding the operation from raids and arrests. Worse, Wells, Gondo, and former detective Jemell Rayam carried out a brutal armed home invasion on a rival dealer’s residence. Rayam pointed a gun at a woman inside while Wells helped steal 800 grams of heroin, a firearm, a watch, and $12,000 in cash. Wells later sold the stolen gun and drugs, splitting the proceeds with his co-conspirators.

Fourteen former heroin users testified at trial, many of whom were initially prescribed opioids for legitimate medical conditions—including one with multiple sclerosis, another injured in a high school gymnastics accident, and a third recovering from surgery. Collectively, these individuals purchased over 17 kilograms of heroin from the defendants over the seven-year conspiracy, fueling addiction and devastation across the community.

Other members of the Shropshire DTO have already faced justice. Antonio Shropshire, aka Brill, B, and Tony, 34, was sentenced to 25 years. Omari Thomas, aka Lil’ Bril, Lil B, and Chewy, 25, of Middle River, Maryland, received 6 years. Alexander Campbell, aka Munch, 29, of Baltimore, was sentenced to 15 years and 8 months plus five years supervised release. Co-defendant Antoine Washington, aka Twan, 27, of Baltimore, was convicted at trial and awaits sentencing.

The case was jointly investigated by the Drug Enforcement Administration, FBI Baltimore Field Office, Harford County Sheriff’s Office, and Baltimore County Police Department. Acting U.S. Attorney Stephen M. Schenning praised the agencies’ collaboration and credited Assistant U.S. Attorneys Leo J. Wise and Derek E. Hines, who prosecuted the Organized Crime Drug Enforcement Task Force case to its hard-won conclusion.
