Bankrupt Woman Forged Daughter’s Signature in 3 Cases

A 67-year-old woman from Wilmington has been charged with making false statements in bankruptcy cases in Vermont.

Donna Young, 67, was arrested on April 13, 2016, after a federal grand jury returned a three-count false statement indictment against her.

According to the indictment, Young filed bankruptcy petitions in the U.S. Bankruptcy Court for Vermont in the names of her daughter, Kelli-Ann Young, without her knowledge or consent.

Young allegedly forged her daughter’s signature on each of the petitions, which she swore to under penalty of perjury in 2013 and 2014.

The petitions were filed while a foreclosure and eviction proceeding was pending in Vermont state court involving a property in West Dover that Kelli-Ann Young had at one time owned.

The filing of the bankruptcy petitions automatically stayed those eviction proceedings, allowing Young to remain in the property.

The United States Attorney emphasizes that the charges in the indictment are merely accusations and that Young is presumed innocent unless and until she is proven guilty.

If convicted, Young faces up to five years of imprisonment and a fine of up to $250,000.

The actual sentence would be determined with reference to federal sentencing guidelines.

This case was investigated by the Federal Bureau of Investigation.

Young is represented by Federal Public Defender Michael Desautels and the prosecutor is Assistant U.S. Attorney Gregory Waples.

The case has not been scheduled for trial, but U.S. Magistrate Judge John M. Conroy released Young on conditions pending trial.
