Banks Sentenced to 25 Years for Carjacking, Armed Robbery in Baltimore

Baltimore, Maryland – In a gritty sentencing hearing yesterday, U.S. District Judge Stephanie A. Gallagher slammed the door on David Banks’s criminal career by imposing a 25-year federal prison term, plus five years of supervised release, for his role in a carjacking and armed robbery conspiracy that left two people dead.

The sentence was handed down after Banks, 29, of Baltimore, pleaded guilty to a string of six armed robberies and one carjacking. His actions resulted in three people being shot, two of whom lost their lives during the crime spree.

According to U.S. Attorney Erek L. Barron, Banks was an active participant in the conspiracy, often using guns to threaten his victims. The stolen proceeds were shared among the conspirators, and some members were responsible for pawning the items recovered from the victims and the stolen vehicles.

Banks confessed to being involved in a carjacking on June 12, 2019, where one victim was shot and killed. He also took part in five armed robberies and an attempted robbery between July 7 and August 12, 2019. During the attempted robbery on July 24, 2019, another victim was shot, while a victim was also shot and killed during an armed robbery four days later.

This case’s success hinged on investigative leads from the ATF’s National Integrated Ballistic Information Network (NIBIN), which facilitated the linking of firearms from multiple crime scenes. The investigation was part of Project Safe Neighborhoods (PSN), a federal initiative aimed at reducing violent crime and gun violence.

United States Attorney Erek L. Barron praised the ATF, Baltimore Police Department, and Baltimore County Police Department for their work in bringing Banks to justice. Assistant U.S. Attorneys Patricia C. McLane and Brandon K. Moore led the prosecution.
