James Johnson, Assault on White Women, Washington 1927

In a chilling display of savagery, a 30-year-old man was taken into custody on February 22, 1927, for his alleged involvement in two heinous attacks on white women within the Capitol Grounds. The suspect, identified as a colored male from 213 Third Street, NW, was already being held on charges stemming from the assault on Mrs. Daisy Welling, 35, of 137 D Street, SE, on the previous Friday. Welling, a resident of the city’s southeastern district, was hospitalized with a double fracture of the skull and is slowly recovering at Providence Hospital.

Just days prior to the assault on Welling, the same suspect allegedly attacked Miss Mary C. Cochran, 33, of 2026 G Street, NW, on December 16, 1926. Cochran, a former employee of the Veterans Bureau, remains in a pitiful state at Gallinger Hospital with a double fracture of the skull and a mind left blank by the violent assault.

Police detectives took the suspect to the scene of the latest attack on a white woman, where he reportedly confessed to the crimes. He is now facing charges of assault and assault with intent to kill in the Welling case, as well as a charge of robbery. In the Cochran case, he will be arraigned on a charge of assault. Police are still investigating the motive behind these brutal attacks, and a reward is being considered for information leading to the capture and conviction of the perpetrator. The case is expected to come before Judge Phillip Jackson in Police Court on February 23, 1927.
