BEAUMONT, TX – John Q. A. Webb, Jr., a 75-year-old former Beaumont physician now residing in Houston, is headed to federal prison after admitting to a brazen healthcare fraud scheme. U.S. Attorney John M. Bales announced today that Webb was sentenced to 15 months behind bars by U.S. District Judge Ron Clark.

Webb pleaded guilty on July 23, 2014, to conspiracy to commit health care fraud. The scheme, operating from January 2008 to December 2011 at Beaumont Medical Clinic on Eastex Freeway, involved using unlicensed individuals to treat patients and then billing insurance companies as if Webb himself had provided the care. It’s a classic hustle: cut corners, inflate bills, and pocket the difference.

Court documents reveal Webb wasn’t just letting unqualified staff see patients; he was allowing them to prescribe controlled substances while he was off-site. His office manager then directly distributed those drugs to patients. This wasn’t just about money; it was about recklessly endangering vulnerable people for profit. The total loss attributable to Webb’s actions is a staggering $328,238.41.

The victims weren’t abstract entities either. Medicare, Medicaid, Blue Cross Blue Shield, and Aetna all suffered financial losses as a direct result of Webb’s fraud. Webb was initially indicted by a federal grand jury on December 5, 2013 – a case that took years to untangle.

Investigators from the Texas Attorney General’s Medicaid Fraud Control Unit, the Department of Health and Human Services, the Federal Bureau of Investigation, and the U.S. Drug Enforcement Administration all contributed to bringing Webb to justice.
