Vaquiz was arraigned before U.S. Magistrate Judge Karoline Mehalchick and immediately ordered detained.
According to U.S. Attorney Bruce D. Brandler, the case is part of a sweeping federal crackdown on heroin trafficking across Pennsylvania.
