On June 3, 1903, Bill Arp, a 65-year-old Civil War veteran, was taken into custody by authorities in Fort Mill, South Carolina. Arp’s arrest was a result of his vocal outbursts and claims of being held captive as a ‘Tennessee lunatic.’ The once-respected figure had been confined to a mental institution, where he was unable to attend the annual Civil War reunion or travel to New Orleans as he had hoped. Arp’s frustration boiled over when he demanded to be released, stating that his confinement had stifled his patriotism and morale among fellow veterans.
