DALLAS, TX – In a disturbing case of child exploitation, Billy Wayne Johnson, 55, of Scurry, Texas, was sentenced to 30 years in federal prison for producing and distributing child pornography.
According to authorities, the investigation began in December 2012 when a special agent with U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI) was conducting an undercover operation to identify individuals distributing child pornography online. The agent identified an IP address linked to Johnson, who was subsequently arrested in February 2013.
Johnson pleaded guilty in April 2013 to charges of transporting and possessing child pornography. A forensic evaluation of his laptop and thumb drive revealed over 1,600 images and 194 videos of child pornography, including sadistic images of prepubescent minors. The investigation also uncovered lewd and lascivious photographs and a video taken by Johnson of boys under the age of six.
During chats with other members of his peer-to-peer network, Johnson and others discussed their interest in molesting and sexually assaulting children under the age of six. The case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat child sexual exploitation and abuse.
The investigation was led by ICE HSI, with Assistant U.S. Attorney Camille Sparks prosecuting the case. U.S. Attorney Sarah R. Saldaña announced the sentencing, emphasizing the importance of protecting children from exploitation.
Johnson will serve a lifetime of supervised release following his prison sentence. The case serves as a stark reminder of the dangers of child exploitation and the importance of ongoing efforts to prevent and prosecute such crimes.
Project Safe Childhood is a nationwide initiative launched in May 2006 to combat the growing epidemic of child sexual exploitation and abuse. Led by U.S. Attorney’s Offices and the Criminal Division’s Child Exploitation and Obscenity Section, the initiative marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and identify and rescue victims.
