May 15, 1925 – In a stunning display of law enforcement, federal agents descended upon Kankakee County, Illinois, in a massive effort to curb the scourge of liquor law violations. The operation, dubbed a ‘big enforcement rally,’ aimed to bring order to the region’s notorious bootlegging industry.
CV Vurscll, chief of the federal field forces, rallied the crowd with a fiery speech, lambasting officials who shirk their duty and judges who neglect their sworn obligations. ‘I have no patience with officials who refuse to do their duty after they have sworn to uphold the laws,’ Vurscll declared.
The federal agents were forced to take matters into their own hands, citing the county officials’ ‘neglect of duty’ as the primary reason for their intervention. With only 55 agents scattered throughout the state, they managed to make an impressive 2200 arrests and close a staggering 1400 illicit establishments. The haul? A whopping $500,000 in fines.
The statistics spoke for themselves: 70% of liquor law violations were committed by aliens who had yet to even apply for naturalization, a brazen display of contempt for the country they had chosen to call home. Vurscll’s message was clear: the federal government would no longer tolerate such flagrant disregard for the law.
‘It was not intended by the law that our department should make raids,’ Vurscll emphasized, ‘but to investigate.’ However, with the county officials’ abdication of duty, the federal agents were left with no choice but to take action.
As the dust settled, one thing was clear: Kankakee County would never be the same. The federal government had sent a resounding message to bootleggers and officials alike: the law would be enforced, no matter the cost.
