NEWARK, N.J. – Federal prosecutors have slapped Racketeer Influenced and Corrupt Organizations (RICO) charges on five men with ties to the Bounty Hunter Bloods gang, alleging a conspiracy riddled with murder, fraud, and a steady stream of narcotics into New Jersey communities. The indictment, unsealed today, marks a major escalation in the ongoing battle against gang violence in the state.
Named in the superseding indictment are Carl Napier, a/k/a “Smash” (“Napier”), Hamir Wright, a/k/a “Lil Smash” (“Wright”), Alexis Tejada (“Tejada”), Jihad Bibbs, Sr. (“Bibbs”), and Jamie Archer-Monroe, a/k/a “Raziq” (“Archer-Monroe”). All hail from Somerset and Middlesex Counties, New Jersey. The feds allege the group operated a racketeering conspiracy that included multiple murders, elaborate fraud schemes, and the relentless distribution of drugs. Napier and Bibbs were already in federal custody on unrelated charges. Tejada and Archer-Monroe appeared in federal court before the Hon. Stacy Adams, U.S.M.J., following their arrests. Wright is currently held on state charges and will be brought before a federal court at a later date.
The case is the culmination of a lengthy, multi-agency investigation spearheaded by the U.S. Attorney’s Office, the Federal Bureau of Investigation, the Middlesex County Prosecutor’s Office, the Somerset County Prosecutor’s Office, the New Brunswick Police Department, and the Franklin Township Police Department. According to court documents, Napier and Wright allegedly served as associates of the Bounty Hunter Bloods, operating within the “Parkside” and “The Ville” neighborhood gangs of Somerset and New Brunswick, respectively. The indictment details claims that the defendants engaged in numerous acts of violence – assaults, shootings, and murders – all to benefit the gang.
A particularly gruesome incident cited in the indictment occurred on or about March 12, 2024, in New Brunswick. Napier and Wright, alongside other gang members, allegedly confronted rivals over narcotics distribution, opening fire and killing Victim 1 and injuring Victim 2. Beyond this alleged murder, the defendants are accused of routinely flooding the streets of New Brunswick and Somerset with narcotics and illegally trafficked firearms. The investigation paints a picture of a ruthless operation fueled by drugs, violence, and a blatant disregard for the law.
“There will be zero tolerance for violent crime and gang activity in the state of New Jersey,” declared U.S. Attorney Alina Habba. “My office will continue to use all resources to find and prosecute those who instill fear in our citizens and undermine the safety of our communities. These criminals do not run our streets — the law does, and my office will enforce it without hesitation.” Acting FBI Special Agent in Charge Stefanie Roddy added, “The apprehension of these individuals is a momentous step towards making New Jersey safer, one day at a time…the FBI continues its mission to combat violent crime.”
This investigation falls under Operation Take Back America, a nationwide initiative aimed at dismantling cartels, transnational criminal organizations, and combating violent crime. The operation leverages resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN). U.S. Attorney Habba credited the FBI, under SAC Stefanie Roddy, the Middlesex County Prosecutor’s Office, led by Prosecutor Yolanda Ciccone, the Somerset County Prosecutor’s Office, under Prosecutor John McDonald, and the New Brunswick Police Department, under Chief Vince, for their collaborative efforts in bringing these alleged criminals to justice.”
