LOS ANGELES – A British national, Paul Charles Wilkins, 70, of Littleport in East Cambridgeshire, England, was handed a 13-year sentence today for traveling to the United States with the intent to have sex with pre-teen boys and transporting child pornography. Wilkins, a dual U.S.-U.K. citizen, pleaded guilty in September to one count of transportation of child pornography.
Wilkins admitted that he traveled from the United Kingdom to the Coachella Valley in January 2016 to engage in sexual activity with two brothers aged 10 and 12. When this plan fell through, Wilkins arranged to have sex with a 9-year-old boy for $250 at an apartment he had rented.
In addition to his prison term, United States District Judge Dolly M. Gee ordered Wilkins to pay a $25,000 criminal fine and a $5,000 special assessment under the Justice for Victims of Trafficking Act of 2015. Upon completing his sentence, Wilkins will be on supervised release for life.
United States Attorney Eileen M. Decker condemned Wilkins’ actions, stating, “This defendant persistently engaged in the sexual exploitation of children. Today’s sentence ensures that children will be protected from his abhorrent conduct for many years.”
The investigation was conducted by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI). Special Agent in Charge Joseph Macias highlighted the significance of the sentence, stating, “This prison term virtually assures the defendant will not be a sexual threat to young people again.”
The case against Wilkins was prosecuted by Assistant United States Attorney Christina T. Shay of the Violent and Organized Crime Section.
