New York City’s grim streets witnessed another dark chapter today as Karl Smith, a/k/a ‘Pacavell,’ and Chelsey Harris, a/k/a ‘Ms. Chinn,’ pled guilty for their involvement in a chilling murder plot that resulted in the tragic death of Clarisa Burgos, an innocent bystander.
United States Attorney Jay Clayton and NYPD Commissioner Jessica S. Tisch announced the charges against Smith and Harris, who were part of a plan to murder their victim at various locations across the city. The two faced multiple charges, including stalking resulting in life-threatening bodily injury and death, carrying potential sentences of life in prison.
Clarisa Burgos, 28, became an unintended casualty during one of the shootings intended for another individual. The plot was meticulously orchestrated by Dajahn McBean, a/k/a ‘Jeezy Mula,’ who is currently awaiting trial alongside Julissa Bartolomew, a/k/a ‘Trophy’ or ‘Tactical Mommy,’ both charged with aiding and abetting in the scheme.
The defendants’ guilty pleas came after extensive investigation by federal prosecutors and law enforcement partners. Smith, 27, from Queens, and Harris, 24, from the Bronx, have been scheduled for sentencing on December 8, 2025, and November 6, 2025, respectively.
‘This wasn’t random gunfire – it was a calculated plot to carry out a murder on New York City streets,’ said NYPD Commissioner Tisch. ‘It’s a stark reminder of how reckless, calculated violence puts innocent New Yorkers in the line of fire.’
U.S. Attorney Clayton echoed Tisch’s sentiments, emphasizing their commitment to making the city’s streets safer and fighting against gun crime.
