South Bend, WA – In a shocking turn of events, the county treasurer for Beauford County, Booth Bond, has been embroiled in a scandal after it was discovered that he had been involved in a contentious election. The drama unfolded in late January 1894, when it was alleged that Bond had been canvassed by a group of citizens who claimed that the election had been marred by fraud. The plaintiffs alleged that the election had been tainted by irregularities and that the results were therefore invalid. The court was asked to set aside the election order and a demurrer was filed, arguing that the court had no jurisdiction over the matter. In a ruling that has left many in the community stunned, the court ultimately decided that the removal of a county treasurer is an administrative issue that cannot be determined by the courts and is therefore solely in the domain of the legislative department. The court cited a previous decision in which it was established that a state of facts properly certified to by a tribunal solely empowered by the constitution to pass upon the questions involved must be taken as conclusive. The legislative department, however, had made no provision for the determination of these facts, and therefore the court was unable to take action.
